Bill that would ease rules on shooting of ‘nuisance’ wildlife

Are we seeing a trend here? To promote extermination of wildlife instead of properly harvesting animals for food and fur during the non-breeding seasons. I don't know, I'm just looking for patterns. Yesterday a bill was passed in Georgia to allow for year-round hunting and trapping of raccoons (Trappersreport.com). Separately, we see anti's involved in "land trusts" in America from the institutional level on down. In many cases with the end goal to lock up the land so you cannot trap or hunt or fish on it. Is that happening here as well? I don't know, but I will keep asking the question as long as it makes sense. Bill itself: Cga.ct.gov Article: In link above.
